The question for a treasury

A governance system can execute exactly what its rules permit and still produce a result contrary to the community's interests. Review who can propose, how voting power is measured, how much participation is required and whether a treasury action has a delay before execution. Those choices determine how the system behaves when participation is low or token ownership is concentrated.

The cost of obtaining influence should be compared with the assets that influence can direct. A public vote is not evidence that control is broadly distributed. Delegation can improve participation while also concentrating decisions in a few delegates.

The full governance record would be required to establish the precise mechanism and responsible parties in a legal or technical finding. The enduring question from MASTR's analysis is whether the treasury's rules protect it under adverse economic conditions. Continue with DAO governance.
