According to reviewed law enforcement files, @Binance handed Russian investigators an extensive personal dossier on Yuri Belenkiy, a 49-year-old Russian IT specialist with a Bulgarian residence permit.
It included his transaction history, date of birth, home address, phone number, passport number, a copy of his Russian passport and his Bulgarian residence permit.
Belenkiy’s alleged “crime” was sending roughly $700 to fundraising campaigns organised by exiled Kremlin critic Arkady Babchenko.
Those campaigns stated that the money would be used to purchase medical equipment for Ukrainian soldiers defending their country against Russia’s invasion.
Russian investigators incorporated Binance’s data into the criminal case and cited it as grounds for a “terrorism financing” charge.
Belenkiy has been imprisoned since September 2025 and is still awaiting trial.
Binance announced its “full exit” from Russia in 2023.
Yet Russian investigators were still receiving customer information from a Binance email address in 2025.
Binance collected his identity under the banner of KYC compliance, then supplied Putin’s repression machine with a dossier containing everything it needed to identify, locate and prosecute him.
Binance sold “freedom of money” while helping Putin’s regime turn donations for medical equipment into a terrorism case.
